The selection process of heads of agencies should be transparent, honest, justified based on experience and good works also there should atleast 5 members who can slect, it can have PM, LOP, CJI, and atleast 1 senior member of the same organisation whose head is being chosen also member should also be credible and 1 member must be from highest followed social group e.g. cjp
