Unregulated schools and unprotected parents

Why is there no GST for schools? At the very least, they should come under the 0% GST rate so that the government can keep track of transactions.

Government schools have qualified teachers, so why don't they have good infrastructure? The main selling point of private schools is their better infrastructure and facilities.
