Subject: Grievance Petition Against Inadequate Compensation and Demand for Government Employment Reservation for Families Displaced Due to Airport Expansion and NHAI Land Acquisition Respected Sir/Madam,
- INTRODUCTION We, the undersigned affected landowners and their family members, hereby submit this formal grievance petition to bring to your kind attention the severe injustice we have suffered due to the compulsory acquisition of our agricultural and residential land by the Government for Airport Expansion (Vistarikaran) and National Highways Authority of India (NHAI) road development projects in and around Kanpur, Uttar Pradesh.
- STATEMENT OF FACTS
A substantial portion of our ancestral and agricultural land has been compulsorily acquired for Airport Expansion purposes, leaving us without our primary source of livelihood. Additional land parcels have been acquired by NHAI for highway/road infrastructure development. The compensation awarded has been grossly inadequate, failing to reflect the true market value of the land and the loss of livelihood sustained by our families. No alternative source of income, rehabilitation package, or employment opportunity has been provided to the displaced families, pushing many into severe economic hardship.
- LEGAL AND CONSTITUTIONAL BASIS
Article 21 of the Constitution of India guarantees the right to livelihood. Acquisition of land without adequate rehabilitation directly violates this fundamental right. The RFCTLARR Act, 2013 mandates fair compensation, resettlement, and rehabilitation of affected families, including provision for employment where feasible. Several State Governments have already set precedents by providing employment reservation to land-displaced persons, which we urge the Government of Uttar Pradesh to adopt.
- OUR KEY DEMANDS
Employment Reservation for Land-Displaced Families: Minimum 5% reservation in State Government jobs, PSUs, and autonomous bodies for families whose land has been acquired for government infrastructure projects. Land Acquisition Displacement Certificate (LADC): All affected families should be issued a formal certificate recognizing their displaced status, to be used as eligibility proof for employment reservation. Revision of Compensation: Compensation should be reassessed at current market rates in strict compliance with the RFCTLARR Act, 2013. Skill Development & Vocational Training: Free training programs for all adult members of land-displaced families. Grievance Redressal Committee: A dedicated committee of government officers, district administration, and affected family representatives to resolve pending compensation disputes.
- CONCLUSION We believe it is the constitutional and moral duty of the Government to ensure that citizens who have sacrificed their land for national development are not left without support. We earnestly request the Government to formulate a comprehensive policy for employment reservation and fair rehabilitation of all land-acquisition-displaced families across Uttar Pradesh.
