Non Regularisation of Contract Employees

Generally, it is seen that Govt. Deptt. And PSU companies nowadays hire a majority of non-civil servant workforce on contract or outsource and they never frame a clear policy for their regularisation. Due to this, all the life of the employee and his dependants remain on stake. I want an end to this.
