The Government of India has rightly adopted a zero-tolerance approach towards drug trafficking, organized crime, and activities that undermine national security. While stringent enforcement measures against offenders are necessary, there is a compelling need to ensure that confiscated assets are utilized in a manner that delivers lasting public value.
Properties and assets lawfully seized from individuals involved in drug trafficking, organized criminal networks, and anti-national activities should, wherever legally feasible, be repurposed for public welfare rather than being demolished or left unused. Such assets can be transformed into de-addiction and rehabilitation centres, educational institutions, healthcare facilities, skill development centres, community welfare hubs, and other public-service infrastructure.
In addition, financial proceeds recovered through confiscation and enforcement actions should be systematically channelled towards drug de-addiction programmes, rehabilitation of affected individuals and families, victim support initiatives, youth awareness campaigns, and community development projects. This would ensure that resources generated from unlawful activities are redirected towards repairing the social harm they have caused.
A structured national framework for the management and utilization of confiscated assets would serve multiple objectives: strengthening deterrence against criminal activities, promoting accountability, reducing waste of public resources, and converting the proceeds of crime into instruments of social welfare and nation-building.
The Government of India may consider establishing a dedicated mechanism to identify, manage, and repurpose confiscated properties and recovered funds for public benefit, ensuring that these assets contribute meaningfully to public welfare, rehabilitation, and national development.
