IF PAID ROAD TAX WHY TO PAY TOLL TAX?

If we already paid road tax on vehicles why govt is charging till tax, even after charging there are long queues on toll booths, the rule is queues should not exceed 100m or toll is free but we have to wait for more than 200-300m still the toll booths employees forcefully charge the vehicles.
