Bad Roads in Aligarh, Delayed flyover construction

I don't think the roads in Aligarh City are meant for Car Transportation. The roads are really bad even around the AMU campus, The Qila Road flyover connecting the Purani chungi and Qila fort/ Girls Hostel is taking a decade to complete with construction being pending since years. They blocked this road when I was in Graduation, Now I completed my masters and doing job still it is pending! Who is responsible for this?
