While the Government of India has rigorously promoted policies like the 'Swachh Bharat Mission' and various Extended Producer Responsibility (EPR) frameworks, why has it systematically failed to arrest the unregulated growth of informal, highly toxic electronic and hazardous waste dismantling sectors, which continue to process over 80-90% of India's e-waste without environmental safeguards, thereby rendering urban areas vulnerable to irreversible heavy-metal groundwater contamination and toxic legacy landfills?
