Our share of Natural Water sold to us at a premium

I am a residing in a gated society comprising of 115 flats. We have a dedicated sump for storage of Cauvery water that BWSSB was supposed to provide through a metered pipeline but was never provided. In late 2023,we checked the water table level in our apartment borewells. The bore motor was around 200ft below the water table. However, the water from the borewell was hard water having sand particles and dissolved with Calcium and Magnesium salts. To mitigate this, we spent around 9 lakhs to fit a permanent magnet-based water softener. In 2025, our borewells stopped working indicating that the water table had dropped below the motor. We started depending on water tankers and paying per head cost of 600 per month for water. Being naïve, our RWA planned and implemented a ground water recharge solution by connecting our rainwater harvesting tanks and pipelines to send water into one of the non-functional borewells. However, more than a year later, there is no rise in the water table. This is understandable because in 2025, at least 3 new tanker filling stations sprang up within 2km radius of the apartment. Which means that even if we are recharging the ground water, these tankers are using them and selling it back to us, while making a profit for themselves. Currently, the tanker water that we are buying is of low quality which means that it is not even treated which has led to residents installing personal softeners for their own flats. The global softener worth 9 lakhs is unfunctional due to lack of maintenance and no steps taken by RWA to claim warranty from the vendor. The BWSSB Cauvery water supply is still not functional and in June 2026, we spent a total of INR 1,62,000 for this low-quality tanker water. Talking to my RWA representative, I was informed that we have to spend INR 70000 to get the Cauvery water connection in-spite of being a fully compliant building with Occupancy Certificate, valid A-Khata, paying regular property tax of around 3800 per year per flat.
