Unaccountability, Rudness and Laziness of Government Employees

All the Government employee keep the files for any work, with them for months and don’t do any work, simple stuff that can be done in Minutes, they will just hold it for days and months . The files just keep rotting and travelling, none of complaint or enquiry numbers work properly, and if by mistake, they pick up, they talk so rudely as if we are begging them. There should be fixed time for every thing, like if you want a passport it should be done in 1 month, after you can take action against issuing authority, same fir everything else.
