Why are Indian cities so dirty?

There is garbage everywhere. We want to create low wage employment, get people cleaning the streets. We need better waste management. Stricter punishment for littering. Look at our hill stations? I recently went to Bhutan, and it was so clean. States in the Northeast handle garbage as well. Why can't we do it in world leading cities like Mumbai or Bangalore?
